Licensed is not the same as configured

Most firms already own more security capability than they use. The gap is almost never the subscription tier — it is that the tenant was set up once, quickly, years ago, and nobody has been back.

Set up once, working, and never revisited. Microsoft's own defaults now cover a fair amount out of the box — what they do not do is notice the afternoon somebody adds an exception.
